Summary of Position in Facilities Cost Estimating

McNulty is in a significant growth phase due to their reputation and ability to deliver value.

This Senior Estimator will have the training and experience to research, analyze, and estimate a variety of base operations support areas, and add capacity to McNulty’s price to win processes. This work could be thought of as “puzzle solving” or “off book” or “outside of the box”.

The Senior Facilities Cost Estimator will report to the Chief Operating Officer. The location for this role is virtual as long as the individual permanently resides within the continental United States.

The Senior Facilities Cost Estimator will be a highly regarded leader at McNulty and will directly contribute toward company growth.

Duties and Responsibilities

– Provide detailed cost estimates of military and government facilities.
– Support Base Operations Support (BOS) environments.
– Estimate labor and material costs to support Government facilities.
– Research and determine required labor and Other Direct Costs (ODCs) including: optimal staffing/ shift schedules and quantities, labor categories/ nationalities, training, certifications; vehicles, equipment, materials, and all other criteria.
– Determine, identify labor, material, and time requirements.
– Present prepared estimate by assembling and displaying numerical and descriptive information.
– Maintain cost data base by entering and backing up data.

Desired Areas of Experience

– Key areas of estimating include (but not limited to):
Airfield and flight operations
Buildings and Grounds
Dining Facilities
Water treatments
Electrical systems
HVAC
Plumbing

– Key programs that applicant may have experience with:
Guantanamo Bay (BOS)
Patuxent River (BOS)
Turkey/Spain (BOS)
Forts Hood, Polk, Irwin (BOS)
US Army LOGCAP IV or V

Requirements

– Active DoD Secret clearance. (A DoD Secret clearance that has been inactive for less than 18 months would be considered.)
– Demonstrated experience of  7-10 years in CONUS and OCONUS estimating.
– Demonstrated experience of 7-10 years in materials and workload estimation for a large DoD contractor.
– Demonstrated experience working with the “RSMeans Estimating” tool or similar estimating tool.
– Currently permanently living in the Continental U.S. (Ideally near a major airport).
– Demonstrated experience working with Federal Sector Fixed Price Contracts.
– Education Requirement: BS in Business or Engineering. Masters degree is a plus.

Geographic Location Requirements

The location for this role is virtual as long as the individual permanently resides within the continental United States.

Most employees work from their homes. The only office location is the corporate headquarters in Westford, MA. There is no requirement for the Senior Facilities Cost Estimator to relocate to that office.

The Top Priorities During the First 6 Months:

– Define, Deliver and Implement tools needed to assist in materials and workload estimation
– Be a direct key contributor in multiple base operations support projects (likely 3-5)
– Define, Develop and Deliver training to junior staff in skills needed to get research further down the road in providing materials estimates
– Define, Develop and Deliver  base operation support project methodology that integrates required actions across staff capabilities and project requirements to increase standardization and improve project estimates/quotes and overall efficiency.

Compensation

Compensation is composed of salary, bonus, 401K contribution, profit sharing, and annual increases.

The target compensation is a combination of a base salary plus a performance bonus with
total on-target earnings range of $132K -$154K.

Breakdown of Compensation:
The annual On-Target base salary range is between $120K-$140K.
The annual On-Target bonus is 10% of base salary.
The pay cycle is every two weeks.

MICHAEL McNULTY
Founder, President, and Lead Analyst for McNulty Associates Inc.

Michael McNulty is the founder and Lead Analyst for McNulty & Associates, Inc. He is a highly experienced Business Development expert in the US Federal Government market.

Mr. McNulty holds both Bachelors and Graduate degrees in Engineering and over 25 years of experience as a Business Development executive, Capture Manager, Program Manager, Proposal Manager and Engineer specializing in Modeling & Simulation.

He has been instrumental in providing Price to Win, Pricing Analysis, and Competitive Assessments on many successful competitive procurements across all Services and the US Federal Government.

Mr. McNulty’s experience includes program values ranging from under $10M to over $3B, spanning all areas of acquisition from R&D to Systems Design & Development to Production, Deployment and Sustainment. Functional areas include Design & Engineering of Major Systems, Large IT Systems, C4ISR Systems, Training Systems, Flight Simulators, and Large-Scale Logistics and Support efforts.

RICHARD BENSINGER (Hiring Manager)
Chief Operating Officer for McNulty Associates Inc.

Richard (Rich) Bensinger is the Chief Operating Officer for McNulty & Associates, Inc. He is responsible for company operations, client engagements and delivery across all lines of business.

Mr. Bensinger has held key Operations and Business Development roles at TASC, Northrop Grumman, General Dynamics, SAIC, Harris and Robinson Aviation.

Before working in Industry, he served 25 years with the United States Air Force, rising from Airman Basic to retire as a Lt. Colonel. His assignments included combat theater and acquisition corps assignments, a number of joint tours, support for the US Space program, and specialized support to a number of highly classified national intelligence programs.

Mr. Bensinger is a pilot, a meteorologist, a SCUBA instructor, and a member and past Board of Directors member of the National Defense Industrial Association, and a current Board of Directors member of the National Association of American Veterans. Rich has a Master of Science degree from Texas A&M University in Doppler Radar Meteorology with Minor in Computer Science. He has a Bachelor of Science degree in Meteorology from Florida State University with Minor in Mathematics. He has also completed Post Graduate studies at the University of Virginia, Darden School of Business.

JOSEPH B. NEUBERT
Senior Price to Win Analyst

Mr. Neubert has over 21 years of government and commercial business, managerial, engineering, technical and finance experience in the aerospace, defense, logistics and transportation industries leading and executing programs, overseeing operations and developing business for the US Government, Fortune 500 and small companies.

He specializes in delivering competitive intelligence, competitive assessment, black hats, price to win and counter strategy development on complex domestic and multinational programs and captures.

Mr. Neubert is a Commander in the U.S. Navy Reserve. He holds a B.S. in Marine Engineering from the US Merchant Marine Academy, an MBA from Boston University, and a M.S. in Information Systems from the Johns Hopkins University Carey Business School.

JOHN ANDERSEN
Senior Price to Win Analyst

Mr. Andersen has extensive strategy experience, including serving as PTW/CI lead for 100+ domestic and international captures in the Defense and Civil government sectors. He has developed programmatic, technical, and financial strategies to enhance win rates, while focusing on market conditions, competitive behavior, customer history, and evaluation criteria. John has led PTW and CI activities on all high priority international bids, winning offers in excess of $3.5 Billion.

He holds a Ph.D. in Electrical Engineering from The University of Michigan and has an extensive background in engineering, engineering management, and systems engineering.

WILLIAM HACKER
Senior Analyst & Chief Engineer

Bill has 30 years of technical and program management experience in broad areas such as weapons effects analysis, software development, system engineering, network communications, and activity-based costing.

He is a member of the Project Management Institute (PMI), and International Cost Estimating , Analysis Association (ICEAA), and IEEE.

He holds BS and MS degrees in Mechanical Engineering.
